Citing information from the CIA's Foreign Broadcast Information Service, the Federation of American Scientists is reporting that Cambodia's King Sihanouk has a blog. The works to which this refers seem to stretch the definition of a blog, but it's fascinating to see a political leader talking this way.
This is the second head of state to have this.. the first is :
Viktor Yuschenko Personal site My Ukraine which is more blog like

You've got to love the fact that someone - in the palace, perhaps? - painstakingly scans every last typewritten document and posts the graphic file to the blog. On the one hand, it makes the text more difficult to search. On the other, there's something genteel about reading a graphic scan of a typewritten page, complete with edit marks. It has so much more character than conventional text.
If I worked for an OCR vendor, though, I'd be planning a trip East right about now. Talk about an opportunity.

Interestingly, though not called a blog, the Dalai Lama has had a similar website with ongoing posted information for at least five years. (I recall finding it that long ago). It is the site of the Government of Tibet in Exile at:
